12 March 2014It has taken the Home Office almost 7 weeks to acknowledge receipt of my complaint. At this rate of progress Dame Anne Owers may have retired before the complaint is heard.

Thank you for your letter of 30 January raising a complaint against Dame Anne Owers, Chair of the Independent Police Complaints Commission (IPCC).
As Head of the IPCC Sponsor Unit within the Home Office, I am responsible for hearing all complaints against the Chair of the IPCC. All complaints are treated seriously and I will therefore write to you shortly with fuller consideration..

Do you know one of the influences upon Jack Straw to create IPCC ? It was the late John Allen of Ramsgate and Richard Card of Ramsgate. John, Chair of a Residents Assn, had all 30 of his complaints refused discipline and crime complaint status.

INFORMATION SENT FROM BILL TRUE re STEPHEN LAWRENCE KILLING
Bill was only ever approached by people who were, like his family, suffering venomous persecution by Kent Police. There was never a case informative useful approach.
So I imagine the source of the information about a cell mate confession re Lawrence would have been from someone who spoke to Bill for the above reason.

In the report of information you need pages 104 to 108 especially. “Visitor” should be identifiable as ............ from your CIB 3 inquiries of the time. And you will be able to find out if Legion of Frontiersmen was under Special Branch inquiry and how the ubiquitous Shortt escaped that. “Visitor” also gives information related to Donald Urquhart murder which would be on Met record.
Clearly you need, for Theresa May’s judge led inquiry to establish if ........ was working for ex DI Leighton at Mayfayre and whether their clients included the Russia (Josef Linder) work of the ubiquitous Shortt. (Who “Visitor” says was working for Charlie Kray)
You would also be able to check if after the 1998 Dover “Debrief” of Putnam when Davidson was arrested did he have an illegal firearm as “Visitor” says ?
GUYS CHILD DEATH 1995
FOI suggests that Met never reviewed the case after the 1996 discovery of massive cock up in sudden death inquiry and never reviewed the case 1997 et seq (The Kent Police Authority call for inquiry during Kent deployment on Lawrence case) and never reviewed the case in 2003 when General De Chasterlain sent NI Office a report of concern about sabotage being left out of decommissioning terms of GFA.

ReplyDeleteSince sending Lord Carlile and the independent QC the report a backup genny engineer spoke to me and told me what he had found at Dungeness A. I sent a report of concern to Nuclear Watchdog and I think their site inspectorate may be carrying out an inquiry. But since Dungeness A is now decommissioned and safe on natural coolant circulation they may decide merely to note the information.
From your point of view, sorry I cannot say how long the bizarre backup genny fault was lurking on system and neither is it possible to say whether it was fault or sabotage based on the facts stated, that requires proper technical inquiry, the consequence of the 1996 IRA attack if successful may indeed have been to provoke a nuclear criticality incident (Chernobyl) like Hunterston B came close to in 1998. (Making Straw’s decision to suppress the inquiries called for by KPA all the more worrying and dangerous to national security and resilience) See also report re serious nuclear incident Dounreay 1998.
SEA WOLF
Although this is not your area what also happened after I sent in report is that ........ Portsmouth Dockyard spoke to me after the BAe closure announcement and told me about Sea Wolf management orchestrated factory test falsifications in the period before Falklands War. So same story as Plessey Torpedos and Sonar (See report) and Petbow Generators (see report). Falsification of factory test records orchestrated by managers and directors. The practice pinged by USA Defence Dept in their courts against UK Lucas Aerospace and others early 90s when they won damages in UK courts for supplying unreliable equipment to US Forces.
I was hoping the ..... might know something about the serious nuclear incident Devonport 2012 due to shore backup genny failures. But I got his first hand knowledge of Sea Wolf (which did perform tolerably well in Falklands)

Which concealed their knowledge that Sir Ronnie Flanagan contacted Straw March 99 and Kent Chief constable suddenly left Rosemary Nelson case when Straw chose to suppress inquiry.
SHORTT’s SECURITY STATUS AT TIME OF VISITORS INFORMATION
To gain work in 2008 as a security contractor consultant for Cabinet security he would have had to have a prior security clearance to even apply ? So how come his security clearance had survived all the history since he first polluted Deal Barracks in 1976 ?
JUDGE LED INQUIRY
I think it essential that Theresa May include this in Terms of Reference. Especially Straw’s decision to suppress inquiry and later decision to repeal Unlawful Drilling Act 1819. As you know this act was our protection against legalised paramilitary groups (Like Legion of Frontiersmen under SB inquiry during Lawrence inquiry ?) being able to have guns and act as a private army. The 1936 Act (which should have been used against Nation of Islam at Lawrence Inquest) yields the power to attorney general whether he deems a private army to be usurping the functions of police or army. Sir Richard Dannat was far sharper than you lot by the way when he issued the Army a constitutional guideline leaflet. How do you feel that a paramilitary group could start “Policing in support of civil power” and an AG say it is OK they are not usurping the function of that nice Sir Bernard ??
You have to think about this. You and the Armed Forces take oath of office to the Queen. This is Petition of Rights stuff. We cannot have self styled private armies running about. Personally I think Straw should produce a psychiatric assessment to Judge Led Inquiry.

ReplyDeleteLord Carlile concluded report is not conspiracy theory. You did well to get a reply in 7 weeks. Scotland Yard signed for delivery of the report in March. Still not reply from Sir Bernard. Theresa May was sent a copy of the covering letter. No reply.

The informant "Visitor" was with International Bodyguard Assn when a group contacted him about support for "South Africa Scouts". But he blew them out.
Was this bodyguard organisation the source of moonlight bodyguard work to Det sgt John Davidson and four of his colleagues (Disciplinary 1995 three RCS men left police)
